How bad can it get?

Was at a restayrant the other day. Waited to get attention of the waiters. Three of them standing near the cashier chatting away. Finally one came over and handed me the menu while facing her colleagues still carrying on with their conversation. Had to wait until they finished their "chat" before I could place my order. What happened to "Customers first policy"?
